So basically, they want to remove a child's access to anything in future life. At the very least they won't be able to get a job or get any kind of credit as potential employers will have access to this information (as many run checks to check for previous criminal offences) and won't want to employ a 'potential' criminal and banks won't give credit in case they end up in prison and can't pay them back. Thus, they're fucked.

This is even more stupid than the idea of a British national ID card scheme preventing British nationals from plotting or carrying out terrorism.

Unless the card had little cameras and can be triggered to explode by government agents, how is having a card supposed to prevent you from building a bomb or unleashing a chemical attack,

I didn't read much 2000AD, but the Judge Dredd / Batman crossover with Judge Death in it was blinding.

All the nerds I know, (in real life anyway) HATE 2000AD. Oddly enough none of them can give me a coherent answer why. This is strange because the 2000AD forums are the nerdiest places imaginable, not just normal nerds either, big fat bitchy ones and skinny whiny ones.
